Originally Zoras were enemies to Link that hid in the water and shot fireballs at you. In order to defeat them you needed to hit them with a projectile or get lucky enough to hit them with your sword. In games such as the original or Link to the Past you could've gotten a shield to block the fireballs.
Ocarina of Time to Twilight Princess
In the console games Zoras started becoming trusted friends to Link. They helped you swim underwater and sold objects to help you on your journey. In Majora's Mask you released the soul of a popular musician named Mikau. You needed to use his fins and incredible swimming abilities to help you get through the Great Bay Temple and Gerudo Fortress
